The short answer
A sump discharge line freezes when water is left standing in the pipe between cycles and the outdoor end cannot drain. Ice builds from the outlet back toward the house until the pump is pushing against a solid plug, and then the pit overflows. Continuous pitch, a clear outlet and a relief opening prevent it.
Every time the pump shuts off, whatever is left in the discharge line has to go somewhere. On a line with steady fall it runs out the far end in under a minute. On a flat run, a sagging run, or a run whose outlet is sitting in a puddle, some of that water stays in the pipe. Overnight it freezes as a thin collar on the pipe wall. The next cycle presses against that collar, refreezes thicker, and after three or four cold nights the bore closes completely.
Illinois gives this failure a long season and plenty of chances. The dangerous stretch is not the coldest week; it is the freeze and thaw swing through January and February, because a thaw refills the line and the refreeze seals it shut. That same swing is when snowmelt is loading the pit hardest, so the pump is asked for the most volume exactly when the pipe can carry the least. Why does a sump pump discharge line freeze?
Freezing is not really a question of how cold it gets. It is a question of whether water is still sitting in the pipe an hour after the pump shuts off.
Here is the sequence we find on a service call, from the first cold night to the wet floor.

Water is left behind in the pipe
The pump shuts off with the line full. Everything above the check valve should run out the far end on its own. Where the run is flat, bellied or simply too long for the fall available, part of that column never leaves.

The outlet loses its escape
These lines almost always close from the outside in. A grate under a plowed snowbank, an emitter buried in a drift, or an outlet lying in a frozen puddle means the last of the water has nowhere to drain, and the first ring of ice forms right there.

Ice grows back toward the house
Each cycle adds another layer. The collar thickens, the opening narrows, and less water gets through every time. Nobody notices this stage, because the pump still sounds normal and the pit still empties, just slower.

The pump runs against a plug
Once the bore closes, the float still lifts and the motor still starts. It moves nothing, heats up, drops out and starts again a minute later. We have seen motors lost to a single night of that, and the pit rises the entire time.

The water comes back inside
Pressure finds the weakest joint. A cracked fitting under the joists, a coupling popped off in the rim, or just the pit spilling over the lip and running across the slab. That is the six in the morning phone call.

How do you keep a discharge line from freezing?
A line that survives an Illinois winter is one that empties itself after every cycle. Every rule below comes out of that single idea.

Get the fall right
The run needs continuous drop from the wall to the outlet with no belly anywhere in it. A pipe that has drained itself ninety seconds after the pump stops has nothing left inside to turn to ice. Pitch, not pipe material, is what most repairs come down to.

Free the outlet end
The far end has to sit above the ground it drains onto rather than in it. We lift emitters, cut back sod that has crept over a grate, and move outlets out of the low corner where meltwater already ponds every spring.

Add a relief opening near the house
A freeze relief fitting or a deliberate air gap lets the pump dump at grade when the run past it is blocked. It is not elegant and it puts water on the lawn, which is the whole point: lawn instead of slab.

Take the water far enough away
Ten feet is the working minimum, and it has to keep falling from there. Water dropped at the wall freezes into a mound, melts in the first thaw and travels straight back down to the footing, so the pump lifts the same gallons twice.

Bury the long run properly
Where the outlet has to reach the back of a lot, the pipe goes in a stone bed with steady fall, in solid-wall pipe rather than flexible corrugate that traps water in every rib. Burial depth is set by the site and the route, not by a rule of thumb.

Both work in Illinois and both freeze. They fail in different places, and your grade decides which failure you would rather have.

Which houses freeze up first?
Discharge freezing follows lot shape and grade more than it follows age, but each era around Chicago has its own habit.
Pre-war bungalows and two-flats
One narrow gangway carries the discharge, usually flat, usually toward the front walk. Every storm the shoveled snow lands on that same strip, and by the second one the outlet is buried under it.
Reroute and raise the end
Post-war block ranches
Long shallow yards with almost no fall available. The line reaches the property line only by developing a belly in the middle, and that belly ices while the rest of the run looks perfectly fine.
Correct the pitch first
1980s and 90s poured basements
A builder pump on a short stub dumping a few feet off the wall. By late January that water has built a mound of ice against the foundation, and every thaw sends it back down to the footing.
Extend it, then watch it
Newer subdivision homes
Buried discharge to a pop-up emitter in the swale, which is a good design until the emitter is under a drift and the swale itself has iced over. With no relief opening the pump has nowhere left to push.

If the outlet is under what the plow threw, dig it out and keep that patch clear for the rest of the season. It costs nothing, it works within the hour, and it is the single most common thing we find on a January call.

How do I know if my discharge line is frozen?
Listen to a full cycle. If the motor starts, runs its normal length and the water level in the pit does not drop, the line is blocked. Then go outside and stand at the outlet during the next cycle: no water, no air, no sound means ice. A pump that restarts every couple of minutes is the other tell, because the same column of water keeps falling back through the check valve into the pit.
Can I thaw a frozen sump discharge line myself?
Often yes, working from the outside end. Clear the snow off the outlet first, then run warm water or a garden hose down the pipe from that end and let gravity carry it. Never put an open flame near plastic pipe, and never push a heat source into a buried run you cannot see. If the ice sits deep in a buried line, the safer move is disconnecting at the house and letting the pump dump at grade until it thaws.
Should my sump discharge be buried?
Buried lines look better and reach much farther, and on a large lot with real fall they are the right call. They also freeze where you cannot get at them. When we bury one we put a relief opening near the house so the pump keeps an escape route if the buried section plugs. On a flat suburban lot with barely any drop, a visible line you can clear in five minutes is often the more honest answer.
How far from the house does the water need to go?
Ten feet is the working minimum, further is better, and the whole run has to keep falling away without crossing onto a neighbor. Water dropped near the wall in winter builds a mound of ice, then melts in the first thaw and soaks straight back down to the footing. The pump lifts the same gallons a second time, which is why some pumps seem to run nonstop during a January warm spell.
Will a frozen line damage the pump?
It can, and sometimes in one night. The float lifts, the motor starts, it pushes against solid ice, moves nothing and heats up, then the float drops and the whole thing repeats. Some pumps have thermal protection and some do not. Even where the motor survives, the pit has been rising the entire time, so the wet floor usually arrives before the dead pump does.
Does a battery backup help when the line is frozen?
No, and it is worth being blunt about that. A backup covers a power outage, not a blocked pipe, and both pumps push into the same discharge, so ice stops both of them together. It is still the best single upgrade for a Chicago sump, because the storms that knock out power arrive in the same weeks. Is the pump itself getting old?
A line that froze once tends to freeze again, and a pump that spent a night pushing against ice rarely comes back to full strength. Sump pumps generally give seven to ten years of service, and the ones in hard-working Chicago pits land at the short end of that.
