Set that against the other column. Replacing rotted joists or a failed girder under a finished first floor is framing work, floor removal and finish repair stacked on top of each other, and it arrives with no warning and no financing plan. Why does an Illinois crawl space make the case on its own?
The ground here is the argument. Northern Illinois sits on dense glacial clay that holds water instead of draining it, so the soil under a crawl space stays damp for weeks after a wet spring, and a few feet down it holds a temperature in the low 50s all year. Owners write those spaces off as small and unimportant, and small is exactly why they saturate. A few hundred square feet of open soil under a low ceiling can hold more moisture than the room above can shed, and the added room is reliably the one with the cold floor, the damp corner and the smell. Post-war ranches and split-levels
This is where encapsulation earns its keep. Ranches and split-levels across Will, DuPage, Kane and Kendall counties routinely run the furnace, the ductwork and the water lines straight through a vented crawl space over dirt. The ducts are the coldest metal in the space, so they sweat first, and the air handler then distributes crawl space conditions to every bedroom. If a house has sagging insulation, rusty duct straps and a musty summer smell all at once, the space is not damp, it is failing, and sealing it is cheaper than any of the repairs that follow it. Left alone long enough, the same moisture shows up as soft subfloor and springy hallways, which is a much larger bill than the liner would have been.
Newer subdivision homes
Houses built since the late 1990s mostly sit on basements, but bonus rooms, garage-side wings and stepped-down sections often ride on a crawl. Builders in this era put down a thin poly sheet, unsealed at the seams and unattached at the walls, and vented the space per code. That sheet is not a system, and the first person to crawl through for cable or a duct repair leaves it in a wad. The upgrade here is usually the cheapest and fastest job on the list, and it is worth doing before the space earns the symptoms the older houses already have.
When is encapsulation not worth the money?

The space is dry and quiet. A crawl over a poured rat slab, no odor, insulation still up where it belongs, framing clean and bright under a flashlight, and a $30 hygrometer that stays reasonable through a muggy August week. That is a crawl space doing its job. Check it once a year and spend the money on something your house is actually asking for.
Water arrives before you do. If the crawl space holds water after storms, a liner installed over it is a very expensive tarp. Drainage comes first, sealing second, and any company willing to reverse that order is selling the easy half of the job. Start with the causes in why water shows up in a crawl space after rain, and expect the fix to involve grading, a sump pump, or both.
The moisture is falling from above. A weeping supply line, a sweating uninsulated duct or a slow drain leak wets a crawl space from the top down. Sealing the floor traps that water inside instead of fixing it. That work belongs to a plumber or an HVAC tech, and we say so on the inspection rather than quoting around it.

- The liner spec is on paper. Thickness, how far it runs up the wall, how seams and pier wraps are sealed. Two quotes can be the same dollar amount and a different product entirely.
- Water is addressed before sealing. If the space takes water, the proposal should say how that stops, in its own line item with its own price.
- Cleanout is included and described. Old insulation, debris and failed plastic have to leave through a hatch the size of a cabinet door, and that labor is either priced or it is a change order waiting to happen.
- The dehumidifier is a separate decision. Not every sealed crawl space needs one. It should be sized, quoted and justified on its own, never folded into a lump sum.

Is it worth encapsulating if only part of my house sits on a crawl space?
Usually yes, because the affected rooms are the ones you notice. Can I still use the crawl space for storage after it is sealed?
Yes, and most owners use it more than they did before. A sealed space is dry, light colored and free of the dust and odor that made people avoid it, so seasonal bins and holiday storage become practical. Two rules protect your investment: keep anything with sharp corners or metal feet off the liner by using a board or a mat under it, and tell any tradesperson who goes down there to work carefully and report any tear.
My crawl space has a concrete floor already. Do I need this?
Often less urgently, but concrete is not a vapor barrier. Older rat slabs are thin, poured directly on soil with no sheeting under them, and they pass moisture through the slab and up the block walls even when the surface looks dry. If the space is vented, smells musty or reads high on a hygrometer, sealing still applies; the job is just easier and cleaner because nobody is hauling dirt.
